Offered by the network as a ''grand tapestry'' depicting the lives and loves of two American families ''entwined during the stormy 20 years leading up to the Civil War,'' this gaudy, silly, even insulting television adaptation of ''North and South'' is merely another example of TV producers playing with their blocks of audience research and constructing an entertainment toy that has less to do with American history than cheap titillation gimmicks filched from an average episode of ''Dynasty. David L. Wolper, the executive producer, has apparently failed to win the ''mega-hit'' ratings he was envisioning. Perhaps inflated with his successes in producing ''Roots'' and the cheerleading patriotic extravaganza that opened last year's Olympic Games in Los Angeles, Mr. Wolper recently wrote a magazine article outlining his criteria for an ''event'' mini-series: It should be based on a major best-seller a costume epic, if possible , be a story of major sociological significance and deal with a major historical event or character. Naturally, most of the action skirts the big events, but no other television or movie production has handled so much of the Civil War and done so properly.
